If a property is in a poor, rundown condition and is assessed at 5k, when it is rebuild it will be valued much higher. If you looked at a lot of those properties in Cleveland you would understand why they are marked so low. However keep in mind that comps in a warzone keep the values low no matter how new the structure is.

hi @Matthew King. Are you saying that there are plans to combine Cleveland Heights and Cleveland into one city? Wouldn't this devalue properties in the cities joining the "east Cleveland" zone?

I would very highly recommend reading/listening to "The Book on Rental Property Investing" by @Brandon Turner and their podcast that he co-hosts. Personally I found those two sources super helpful for starters.

Cleveland definitely has areas you would want to avoid at all costs so being smart is crucial. Also consider areas around Alron, good rental environment there.
