@Eric S. Call Michelle Prince at Accent. Her team does an awesome job. I’ve been working with them for three plus years, and they are on top of it. They do what they say they do, re-evaluate tenants, evict when necessary, stay on top of market rent, get maintenance scheduled, and will project manage large jobs if needed. I've had a good experience with FourSquare Insurance in Tulsa, Stephen and or Tish Paul.

Depends on the condition.  I would imagine, $5k-$8k for a roof, $3k per bathroom, plus flooring/paint/cleanup.  If the HVAC is shot, add that on.  I'd say you should plan on $20k to start.

@Pavan A. my sense is that there are a number of solid rental property candidates throughout Tulsa County. Many of the good and the bad have already been covered above. Realtor.com has a solid crime statistics map that's helpful as well. We have two duplex deals working now that are at the right discount price so we are on ARV target after we complete the rehab. Both will outperform the one percent rule. The biggest advice I can offer is to make ad offer that meets your business requirements and see what happens. All the best.

Adam I’ve been looking at the same market and my operating assumption is ten percent target cap rate.  The quality of the deal will cause me to let it vary up or down a bit.  Hope that helps some.
