Yes, my understanding is that an FHA 203K will allow this for both purchase and refinance.

@Michael Mies I'll send you a PM of a local bank that might be able to help. I just did a cash out refinance for under $50k with them. It took about 1.5 months from the initial closing.

The Due Diligence fee is negotiable and non-refundable. It's fairly new in NC, but it's common now, at least in Charlotte. Your offer will seem weak without it, as there's more of a risk you'll back out. If you've done a good, thorough walk-through prior to the offer, sometimes offering a large DD fee will get you the contract even if a higher offer is placed. The seller knows that you're serious at this point. If you do put due diligence money down, make sure to make the DD period long enough to get everything done...inspection, appraisal, financing approved, etc.

You subtract your total mortgage payment. Don't try to split the principal and interest...they are both expenses when calculating cash on cash. Is that what you're asking?
