Keep the bill in your name, because many times water companies can lien a property. I would require the tenant reimburse you for the water bills. If a tenant is not responsible for a utility, they tend to use more of it than they otherwise would. I have a duplex with only one meter which I bill both tenants for the water/sewer as well.

PA is a big state, it pays to work with someone local who is well versed in the various county, township & utility company procedures. If you're in the Philly area, Tohickon Settlement Services out of New Hope is my go to as a realtor & an investor.

The city of Philadelphia has stagnated this past year overall. You do still see significant growth in the gentrifying neighborhoods a few removed from Center City, but a lot of the demand has been sucked out by Millennials choosing to accelerate their move to the suburbs, and Gen Z just getting out of college deciding to boomerang back with their parents for a year or two since they can't enjoy the perks of city life right now anyway. The only saving grace for city prices has been that there is very low inventory on the sales front. Rental prices have tanked though. I think once things get back to normal, you will see strong growth in the city from pent up demand. The Philly burbs are crazy right now though. Our investment portfolio up in Bucks county has probably seen 15% appreciation in the past year, and from what I've seen, the Main Line is even more aggressive.

The reason that it is not readily available in Delco is that the entire county is being re-assessed, and the millage rates will be all new for 2021. Some townships/boroughs may not have even figured out their millage rates yet as the muni tax bills don't usually go out for another few months.

Yes, I have 15 properties in Bucks County, suburban investing has many positives, a big one is less government regulation than Philly.

Correct, we bought two properties in Bucks this year, both had half a dozen offers, many being cash, no contingencies.

10% of rents if its absolutely full service property management and that is all they charge, could go down to around 7% if they charge fees or markup services like leasing, service calls, evictions, manage rehab between tenants, etc. Less than 7% and I'd be pretty suspicious about the quality of service provided.
