I would think if you are doing escrow as we know it here in AZ the settlement statement would include the payment of any back taxes which the title company will handles when they close the deal.
I would definetly try for a warranty deed though it just gives you better protection overall.

If you can buy it right you can still make a profit if it's been rehabbed or in good shape.
I agree most investors are buying and holding right now. It's tough to find a really good wholesale deal with numbers that will work for a good profit after fixing, selling and holding costs.
There are several well established big players in the area. But after the run up we had and the crash I think it's still a pretty good time to buy if you are willing to be a landlord for a few years.

It has to be foreclosed on. Once the lien has hit a certain period the lien holder can foreclose but the county will not get involved or perfect the lien. Which is why I'm asking if anyone has done it on their own :-)

I've noticed a few on here are versed in AZ tax liens. I have a couple tax liens that can now be foreclosed on (5 years back taxes) and I'm wondering if anyone does the foreclosure process without the expense of an attorney.
