Yes in Winnipeg its common for Landlords to put the Utilities under the Tenants name. While filling up the Lease a lot of landlords do that. The City of Winnipeg too calls the tenants first if the lease is filled up properly and they have not paid the bill .

Only if the tenants dont pay the Water bill the city of Winnipeg property tax department adds it to the property tax which has to be paid by the owner. They cannot turn the Hydro (Electricity) off completely or collect it forcefully from the Owners if the Tenants dont pay it.

Hi Rusty I do these deals very often so I might be able to help you here. What im suggesting is a bit Risky but does work if you have the stomach for it. You should surely purchase the first property with conventional financing (assuming you are preapproved for mortgage). This makes the seller happy that he has his 50K. Now for the 2nd property put $20k on a Line of Credit if you have or if you can take more risk on a Credit Card ( I know this is not the Average person would do). Lets say you did this on the property which is for sale for 60K. You give the 20K to the Seller and tell him to carry the Balance of 40K as a Mortgage financed by him. He should be able to do this for you as he got his 50k already + another 20K. From your side make sure the term is a minimum 3 years this will give you time to refinance both the properties and you would have built enough equity to pay your 20K which you borrowed from your Credit Card or Line or Credit. Generally you would want to Pay off your Credit Cards (as they are expensive ASAP) but if you can hold on with making minimum payments for even 1 year you should be able to Refinance and get out your money

Then you can go to a Bank as your mortgage would be around $35000 (assuming you have paid interest and principal for 3 years at a decent interest rate).

You can do this over and over again with Motivated sellers as long as they are getting something in return.

Also another one is a website Craigbrokerage.com which has a certain MR Craig who is saying he has Venture capitalist money and offered me $45000.00 for a Mobilization Fee of $850.00 ? Can somebody please investigate this for me ? His LinkedIn profile is mixed with a lady called Jessica Patterson and at times both reply from the same profile

I was just contacted by him on Linkedln where he offered me $60000.00 for a Loan fee of $950.00 ? I believe he is a member here as well on Bigger pockets ? Any suggestions ??
