I tried to get heloc on rental with Wells Fargo but way to much nonsense. I got it with TD Bank. Much easier.

I don't know about you but I like to sleep well at night and like to limit my exposures.  If the city building and safety " highly recommends" contractors pulling permits that's the route I would go.

"If I do everything by the book, I'll need the licensed contracters to pull permits and do everything legit, which will destroy my budget"

For under $ 1000 you can install 6 foot hi temporary fencing around property and secure with chain and lock and only give combo to working subs.  If you have a problem with one sub and fire him just change the combo and he's like a kid with his nose pressed against the candy store window  looking in but can't get in.

Then if anything gets stolen the onus is on sub as I did my part.

Fence also prevents nosy neighbors from walking on job site trying to peer in window to see what's going on. This cuts down on my exposure risk because if someone should get injured on your property, you know what's coming next.

Take  5  $ 100 bills place in blank envelop and seal.  When Inspector comes to house while he is inside with your GC dad you open his car door and place envelop on his driver's seat. You then go back to house like nothing happened.

Presto problem solved.
