Is this property still available?

In this case, multiple tenants have rented these units for 5/6 years-I figured keeping long term tenants is a priority, but what I am hearing is initial turnover is not necessarily a bad thing. My exit strategy is 4 year cash flow, sell 5th year.

Any suggestions from investors who purchase a property and  perform interior rehab with tenants occupying the unit?

I asked for detailed expense report to valuate a property, and was told they will provide that information with a executed offer. Is this normal? I would think the broker would not want to wasted time accepting an offer based on a rent statement and lump totals  for expenses.

I have a challenge-I market for and have come across multiple off market deals with very good cash flow, and the numbers only make sense with a cash offer-not hard money. I'm in negotiation with a couple of multi family apartment owners. They have owned these properties for a long time and have self managed. My price is directly derived from my valuation, and these owners have mentioned that the cap ex, maintenance  and management allotments are to high(I'm using the standard %'s) which makes my offer to low. Should I share my valuation? I want to be upfront and honest with them, but would like experienced investor input on this matter.
