The link that PJ provided below is probably the best place to start. As far as adding fire sprinkler to residential properties...i think that only applies to a couple smaller jurisdictions within Houston city limits (Spring Branch, Hedwig Village, Bellaire, etc.). If the structure is existing and you aren't adding any square footage you should be grandfathered in, but if its new construction over a certain square footage you must include. And with regards to pulling residential permits for MEP, your licensed contractors must do that themselves. Hope this helps.
