Matt Smith you can absolutely get a residential loan rather than a commercial. If you are asking can you say it is your primary residence to either get a better rate or put lower down on it than it sounds like you already know the answer. Just out of curiously where is the property?

@Demetrius Fowler that is exactly what I did. 3 years ago when I was working as a server my wife and I realized we couldn't currently afford to buy in LA, so we would buy in PS, rent it out as a vacation rental, and rent in LA. 

It turned out to work better than I could have imagined, and I can't say more good things about that idea, and I always encourage people to do the same.

@Courtney M.  I haven't one any flips myself but I have seen enough to weigh in. The best way to answer your questions is to go preview homes in the area your flip is in. Ideally you have already done this before you buy so you have an acurate rehab budget.

The reason it is best to see what is on the market is these are super local things your asking about. Ther is no spreadsheet that says use this material for $1mm homes, use this for $200k homes. That would be nice though, and people can weigh in here to give you a better idea.

At the same time you are already on the right track with your assumptions. In an 'up and coming' neighborhood you probably do laminate and basic tub and a simple backsplash rather than splurging on anything. I also would not include washer/dryer, but some of it does depend on the neighborhood and what people expect.
