I live in South Bend. I agree it is sketchy in certain areas. The market is extremely hot right now. 

The housing market within 1/2 mile radius of campus is booming.  Investors are buying/sellling lots for +100k.  150k homes previously used for rentals are being bought and knocked down to build 500k homes.

I live 1/2 mile south of campus. Houses in my neighborhood are not hitting the market and selling privately in for sale by owner situations.

I would suggest looking south of Notre dame and east of IUSB. There are houses that would make decent rentals in that area and are not wildly overpriced.
