Impossible to answer that without more information. 

What are similar houses that are rehabbed going for in the area? (ask realtor for last 12 month sales comps in the area)

15k reno budget can go quick, whats your cost breakdown

Is the area in demand as a rental location? 

How much could you rent if for in the current state. 

How much could you rent it for rehabbed.

what are your long term goals with this. 

I could think of 100 more questions.

I would just try to compile the most information you can,( Credit Report, Tax Return, Bank Statement) Hard to make a complete judgment, but in my opinion a retired teacher seems like a pretty solid prospect. Just make sure the financials check out.

Every person has a different need and want in regards to their housing. For every person that may be attracted to the amenities of a larger building there is the person that wants nothing to do with a public pool and 200 neighbors.

The house looks pretty good! Personally I would:

  • Get rid of the wallpaper
  • Paint the kitchen cabinets and buy hardware for them (It will look more modern)
  • Update the faucets in kitchen and bathroom. 
  • Update kitchen countertop

I am in Canada, But it is possible here under certain conditions to get 40 year mortgages from CMHC (CANADA MORTGAGE AND HOUSING CORPORATION)
