Yes. It's my first time. Also, its a 1bdr/1bth. I would like to start small. Then move to single and/or multi-family units.

Hello,

I am considering purchasing a condominium in Houston, Texas-Harris County. On the company's website it stated the property was not affected by Hurricane Harvey. However, the property faces Braes Bayou. 
Also, I logged unto the Harris County Tax Assessors Office the property appraised for $24,500.00 with no liens. They are selling the condo for $52, 900.00 owner finance with $3,500.00 down. Is this a good deal, steal, or neither?
Do they have the right to sell the property at that amount?

Most importantly, how many mortgages can I have in Houston,Texas- the State of Texas?

Yes. However, I've heard not so great stories about collateral. I have paid for inherited property that I choose not to put up for collateral.

For instance, could I ask the bank or credit union for a line of credit to purchase single family homes without down payments, but with a median credit score 620-650?
 Are there programs I may qualify for in Houston, Texas, or Texas in general?

@Matthew Paul. I do not believe all tax accessors work the same for ever county. Therefore, I think the information is contrary according to other inverstors who have responded to my question. Most of them appear to be knowledgeable about Tax Sales and on similar paths. However, I do appreciate your input.
