Im not a lawyer but In those situations my leases state individually and collectively the tenant  . But in my experience when friends live with each other it never lasts long. I've never had it last longer than a year and in several instances one or more has moved out during the lease.. lucky for me they continued to honor the lease each time .. might want each one to give a security deposit if that's legal where you are 

Just get someone else in there .. get it in writing if you can that they have surrendered the property 

Do you know why? How much time was left on the lease? How much do they owe you?

Get a surrender of property signed as well (most junkies will take money for this easily. Make them follow you to the atm down the street while your friend goes in and changes the locks) my lawyer (ny state) recommended this. Do not enter if they are there. But if they go to the store and you have the paper signed you can take the property back

Hes probably fed up, give him free rent or something explain to him in detail why it's taking so long. Let him know you care about his business and his well being as a tenant. If he decides to leave then there's not much you can do. Give him his deposit back as well. maybe he wont find anything and by that time the windows will be fixed

Fix the windows, if hes been a good tenant for 2 years he definitely deserves it and he probably feels like you dont care. You can probably call a glass replacement company rather than having new windows installed

So if you offered 50k for a 75k selling price you would let it go for 51k? Because that is what I'm referring to.  It actually just happened to me. If its half of a percentage point loss on a good return then it's not worth losing the deal in my opinion
