Your profile says nothing about you so it is hard to give a good answer. Find a duplex where one rent will cover the expenses and live in the other half. If you don't know how to do that pick up some books and listen to podcasts that will teach you. Attend a local meetup and partner with someone with experience.

There are good deals everywhere. You just need to pick a strategy that aligns with your goals, build a team if it isn’t going to be local and take action.

When it comes to new construction, there are cost per square foot figures available to your local area from banks, insurance companies or experienced builders. This doesn’t include getting to the slab or foundation so ground work, permits, concrete and land cost is usually in addition to. If you don’t have experience, make sure you double check all your numbers. I would guess that already built structures can be bought much cheaper. If you are looking for income replacement, you may want to consider C or B- neighborhoods and don’t look for pride of ownership. I would be surprised if those properties that cash flow nicely don’t exist particularly in more populated areas. Not long ago someone said CT was very hard to find cash flowing properties. I spent 30 minutes in Fairfield county over near NY and found 3 that would cash flow well. So just something to think about.

Roof bubbles aren’t an issue if you are replacing the roof anyway but the foundation could potentially be much more serious. If you don’t have experience, this would be a good place to spend some money on someone who knows. I’ve done many houses and know foundations. A bad foundation can kill a deal even if all else looks good unless you figure a significant budget to repair or replace. Your end buyer or the bank will require it. Under some situations it is not feasible to fix a foundation making the home worthless.

You can do a google search for other services but if you network with local management companies and local landlords, they often know the bad names in your area. I have a couple thousand on my bad list from over the years. 
Sometimes previous landlords get afraid to say anything negative about former tenants. I just ask if they would rent to them again or should I be scared. You don’t need details.

I don't know if I ever had a "HUD" inspection but a general building inspection usually covers most everything in my area. There is about 20 pages of boiler plate in their reports but some of it can be quite useful particularly when negotiating price with seller.

Thanks for all your ideas. It gives me a couple other options to look at. I’m due to buy a couple more pallets so I’ll do some shopping.
