You will probably still end up having to pay 3% to the buyer's agent; as normally the 6% fee is split between the listing and buyers agents. 

Others can correct me if I am wrong about this. The incentive to the buyer's agent to bring the buyer to you needs to be there.

$600 for the new line and the range? I wish I lived where she does. $600 for a new range alone is a steal let alone the cost to have a new gas line added.  

Do you actually have a quote for that? Does it include the permits to add the gas line? 

I'd say to go for it. Not knowing anything about the comps or value of the house it seems like $600 is a drop in the bucket of the total value of the home. And, I agree, gas ranges seem to be the nicer option when selling a home vs. electric. And if she's going to live in the home for at least another 5+ years then why not? $600 is a small price to pay for the enjoyment and, possibly, utility savings of the new set-up.

You, and future owners, will appreciate good lighting in the kitchen. Imagine trying to chop something up while prepping for dinner and not being able to see what you're doing very well. Pendent lights are, generally, not task lighting. 

You can use the existing wiring and go from 1 to 2 lights (1 light bar to 2 can lights) without a ton of fuss, damage to drywall, or added cost assuming that you can run the additional wiring between the existing ceiling joists or in an attic if there is one above the kitchen.

For all intensive purposes I am the GC (not licensed but I'm acting as one) on my current rehab. I call in the subs, explain what I want them to do, get their bid & scope of work and then either agree to it, ask them to change it (add/remove), or say no. I don't tell them my budget ahead of time.

Check with a local Farmer's Agent. I got a decent price on Vacant property insurance (I was very, very clear up front that this was a rehab/flip). The insurance is actually through Foremost. Not sure if it is cheaper to go direct. Personally, I like having a local (Farmer's) agent in my neighborhood that I can meet with.

It's costing me $137 per month for $150k Dwelling and $500k liability. It is an annual policy and I can cancel at anytime.

I just went through having to find insurance while I rehab a home. I am in Virginia and was able to get Vacant Homeowners Insurance. I went through Farmer's but the actual coverage is through Foremost out of Grand Rapids, Michigan.

edit to add: I was honest and upfront with the agent about the property and what I was doing with it. I don't think it's worth the risk of not getting the right type of insurance or lying about what you need it for.
