Just lease directly to the church and make them 100% responsible for what happens. Give them a clear scope of what is allowed and what is not allowed. They are 100% in charge of maintenance and any damage to the house they are responsible for. Make the occupants their problem.

It depends upon where you are located and potential land usage and demand. What is the zoning?

The way this situation has been painted up makes me conclude that this property is worthless. Evictions, back taxes, demolition can make a property not worth the hassle. What is the raw land value?
