You definitely want to get their perception of repairs needed to the home, which might be different from what you or the seller think it needs.

@Richard C. @Larry T. you guys are propbably right about how they view buyers I never thought of it that way. However, despite how they may feel I don't want to pay any fees upfront in order to get a bid, so I am going to keep my options open. It's important to see things from both sides though.

Your policy seems fair to me. However thuis guy's intial evalaution fee would not be credited back after he got the contract, it was just an expense upfront for his time and effort that would be on top of the cost for repairs.

Chris G. I'm new to all this stuff, but I am not cheap. I believe in paying good money for great work. I just want to make sure that prices are fair and that I'm not being hit with unnecessary fees, especially up front. I definitely don't have the time to waste anyone's time that's why I quickly declined the subs evaluation fee, just didn't seem right.

So I have a pretty hefty list of repairs the from the home inspection of a fourplex I want to purchase. This is my first purchase and first time ever reaching out to contractors, but I'm not sure if some of their requests are normal. One sub asked do I pay for gas for him to come bid on the repairs. The other sub had an initial electrical evaluation fee of $100/unit- $400 before even providing a bid? Am I tripping or are these typical requests?

The listing agent is also saying that they have a back up offer from soneone else...

Frank R. My offer was based on comps. I did not factor repairs into the offer. I had to make an initial offer before I even viewed the place, which is a pretty common practice in the area.

So I just got the results from the home inspection on a fourplex I am interested in purchasing. The property was built in 1964 and this property needs some expensive repairs :(

Some of the repairs needed:

2 new furnaces and possible HVAC repairs to other units

Plumping issues

Electrical- branch circuit conductors, overcurrent devices, service and grounding equipment

garage roof

My question is how should I negotiate these items with the seller? The seller listed the property "AS IS" however these expensive items were discovered after the inspection. Should I ask for a credit towards the repairs or a reduced sale price? 

In the event the seller does not want to address these big ticket items, what would you recommend? I am really interested in purchasing this property...

I think you already feel a certain way towards this tenant due to the threats so at this point it may be hard for you to be genuine. Talking to the tenant as soon as the fall happened would have been nice but time has passed, sounds like you are bit pissed, so now you should avoid talking to her and let the insurance handle it if it gets that far.
