I have heard that residential is less than 5 units and commercial 5 and up. What are the differences in entry barriers to go commercial vs residential? What are the rules concerning loans, financing etc?

Is it illegal for me to go into REI if I am not a citizen yet? I have heard so many horror stories of people losing their down payment etc etc because they are not citizens yet. Any help would be greatly appreciated!
