I recently moved to Cleveland from California so be prepared for the condition of the houses to be a little worse than you would expect. It was a bit of a shock when I first toured some solid but dated C/B class houses. 

SFH for $80k turnkey will be Euclid, South Euclid, Cleveland Heights, Garfield Heights and Old Brooklyn.

Be sure to check out Ohio City, Tremont, and East Bank Flats when you are here.You will probably see the rough areas while driving around so it is nice to see the really cool development going on too.

I have 2 rentals in Garfield Heights, one rented and one under construction. A lot of people will poo poo on Garfield but as long as you do your due diligence on your renters, it's OK. 

In response to your question about Tremont/Ohio City. You have to know the exact streets to build on if you are looking at those $500k-$800k properties. Some developers will buy out several lots to build modern townhomes but these are ground up brand new construction. 

I recently moved from SoCal to Cleveland to be boots on the ground here for my own rentals so if you have any questions message me because I know what you're looking at!

Out of those cities I would stick with Euclid. More potential renters with Amazon coming to town. Lower taxes. Lower cost of entry. 

Cleveland Heights is hugely variable based on the street, definitely has some hot spots. 

Lakewood can have a lot more appreciation but probably harder to cash flow.
