Seller has house valued at 53k. He said he wants 50k. This obviously isn’t a deal but if I could get it under contract for 30, then would it be a good deal? I’m a newbie. Help me out

Guy called me about a property today. 7 bedroom 2 bathroom. Only thing is there was a fire in the back of the house. He’s asking for 15-20 thousand. Good deal or no? Plus the city has an orange sign on the door that says it’s not safe to enter. How will I or a buyer be able to view the inside if that’s the case? Should I just pass on this one? Advice please

I found 7 properties in Detroit yesterday and I'm trying to find a good title company to give me the info on the house. Will they give me the ARV? Also how do I get a contractor to come give me repair estimates? Help me please! I'm kinda new at this.
