Sounds like another east end tunnel deal. All the money spent to build a tunnel under an old house that it turns out noboby really wanted. Fostered by the residents to keep the connection between 265 in Indiana to the Gene Snyder. Why people want to prevent economic progress is more than I can understand.

As far as getting an adjustment from the Louisville Water Company or MSD, good luck. I checked with MSD and the water company about an adjustment for the sewage bill because I am going to be pressure washing the Bedford stone on a house I have. Here in southern Indiana you can get adjustments for water that does not go into the sewer system but there are no provisions for it in Louisville.

Between the meter and the house is your responsibility to fix and to pay for the water leaking into the ground. If you follow the line from the meter to the house and look for a spot that is mud or soggy. That is probably where the pipe is leaking.

If there was a month with 2 people using 17k gallons of water that sounds like a leak in the line between the meter and the house to me. It is hard for two people to use 17k in even two months. I would have the water meter checked by the water company to see if the reading is going up with the main in the house shut off. If it is have them shut it off at the meter. Remeber that you are not only being hit with the water bill but MDS is going to hit you as well.

I may have misunderstood your intention but I think it is unrealistic to try being a real estate investor using cash only. The investors I have met that are doing well all use lenders. Most feel the more debt the better. As long as you can service the debt I see it as necessary.
