What's the rule of thumb for what price to offer for a property you intend to wholesale? Do you need to know how much goes in the rehab and what the resale comps are?

@Peter Forrest thanks for your response. I think (hope) Baltimore will have appreciation within the next 10 years! Fingers crossed.

@Justin Lanciault thank you for your response.@Russell Brazil also suggested PG county which I've looked into. But I've always been drawn to Baltimore, which again Russell suggested too! I love the architecture and the history but am timid about the risky neighborhoods, so have to do my homework. I've had these "feelings" about some of the now developed and popular zip codes in DC years ago and kick myself for not having taken action back then. I hope I'm right about Baltimore! If I'm focusing on a 10 year goal of "buy and hold", I might as well look into a city that I'm drawn to.

@Leo Watts Thank you for your response. I used to live in Alexandria. I will look into that. Also had a couple of condo rentals in Dupont Circle, which I stupidly sold! Regrets! Condo HOA's could be an obstacle, although I cashflowed despite. Also, they might have restrictions on how often you can rent out.

I'm pre-approved for $325k, which is laughable for Washington DC metro area! I have a 10 year plan to buy and hold for cash flow. Where do I start in this seller's market? Willing to go out some distance from DC but not too far....I like to see the property. Flips are almost impossible. Maybe a small rental? Any suggestions?
