www.onlinejobs.ph - This a a good place to start. 

Advice is to cast the net wide and then really drill down until you find someone awesome. 

Pick top 3 people and give them a task. then one week trail. Usually only one will complete everything to a good standard.

Hit up some mortgauge brokers and ask them, they should shop around for you

Its possible but if you are in Berlin you will know there isnt the same culture around investment as the US so it is a lot harder to get finance like this.

We have usually had agents to walkthroughs for us. If they know you are a serious investor they will do it. 

Inspections cost $500 in Cincinnati at least not sure on your area. 

If you are going to hire someone to do the rehab they will probably look at it for free.

1. Disk or personality test  - agreeable + conscientious 

2. IQ test  - 100-120

3. Screen shot of internet speed

4. Screen shot of work area - look for tidiness 

*I havent had success with this in particular but I know people who swear by hiring engineers as they can follow processes and have to be intelligent. 

Put ads on upwork and PH jobs then interview anyone who submits and completes these criteria. 

Anyone good test with - how would you respond to this complaint and where would you find x y z info. test for common sense and creativity.

Shortlist 2/3 - test out best one for a 2 week period - if they are good hire. if not go onto next one. 

Also a huge plus if they have worked in the industry before 

If they are liasing with clients you might want someone from the US. I found it better to pay someone a few thousand dollars a month and get someone pro active you can trust vs a few hundred dollars but have to worry about them. It also means you don't have to worry about them leaving

Hard to give advice without  more info like your goals and area. 

One thing people say is multifamily home is better for cash flow and single family for appreciation but those are broad. 

1. Do I ask the contractor if they charge a fee for rehab estimates? Yes they should bring it up. Some will be keen to do it for free but some charge as well. 

2. Are there any documents that should be signed to establish the relationship? An order of work as far as budgets, expected work an time lines. You can also ad bonus and penalties for coming in over or under time estimates. 

3. What things should be discussed upfront to promote and protect both parties interests?

Whatever is important to you. its probably helpful if you give an overview of what you are doing with the property so they can recommend materials and work. 

4. Should this be a long term relationship or short term relationship? Up to you

Myself and my partner are for out of US and investing in it so its possible. 

We formed an LLC but other than that is hasnt been to different from investing anywhere else. BUT we have been fortunate to meet brokers we trust who can guide us.
