What you need to find out is if she doesn't have the money to pay you and is paying you when she does or if she has the money to pay you and just makes it a low priority to pay you on time because she knows there will be no repercussions for doing so. The only way to find out is to serve her with a notice to quit and let it play out.

What @Nathan Gesner said is correct regarding adverse action letters. Only needed if you deny an applicant, which you aren't doing in this case. 

What we do is once the accepted applicant gives a deposit we send a once sentence email to anyone else to applied that says "Thank you for your interest in the apartment at [address], the landlord has gone with a different applicant." Short and sweet and move on.

Then text or email anyone else who you had an appointment with letting them know the apartment has been filled and you are cancelling their appointment. You don't owe them anything more than that.

I know people do the rent by the room strategy with success, but dealing with things like this sounds like a disaster on top of all of the normal issues that just come with being a landlord.

@Ezra Shami If you couldn't get a $100k loan it seems there may be other reasons than just rent and a car payment. Those are costs virtually everyone has. Any other parts of the equation you are leaving out that may help people advise you better?

People have been predicting a crash for a decade. Also, a plateau is not a "crash" and a 5-7% pullback (if we have one) is not a "crash".

Well when you make it harder to evict people, the people who haven't been paying rent stay where they are and the people who are good tenants only move if they have to because the rents on the open market are much higher than they are paying. So they stay. 

So now that leaves only the people who have to move are looking to rent right now, and they need a place to live so they get squeezed. Leads to landlords getting better quality tenants in units they may not have been able to a couple years ago. 

Also, who would take a chance on a so so tenant right now when the local, state and feds have shown they can take away any consequences for not paying rent in a moments notice and as a landlord you have no recourse? All you can do is screen harder the next time which is what you are seeing.

Like @Nathan Gesner mentioned, install blinds. How big of holes are we talking about here? Do you have pictures so we can determine if it is beyond normal wear and tear?
