So you are willing to buy a property and sign a 30 year mortgage together but not ready to be married? Either wait until your married or have a ironclad partnership agreement. 

I know it's too late but, why not just get rid of the tenants with the dogs? How much money and time or you going to spend so they can have pets. 

Why renovate if you have paying tenants? Just wait until they leave and then renovate. 

Bring a thermometer and check the temp. If it's under 70. Sounds like they like it really cold and the AC is working. I'm not sure what you can do about it. I hope your not paying the electricity.  I have a friend that keeps this thermostat at 65, it never shuts off and it's freezing in his house.  

I live in Louisiana and if you set your thermostat to 67 your unit will have to run 24/7. What is the actual temp inside the home? If it gets down to 68 degrees you know your system is running fine. 

I wouldn't replace it. A new driveway will not make you more money. It does look like the lawn could use some attention. You could work on that to give the home some better curb appeal.

What I do is make a list of handymen, or other trades and write their number down. Then literally call everyone in town. if your list has 50 people on it, half will answer the phone, then maybe 10% will show up to give you bid. Eventually someone will show up but they probably won't be the best, so keep expectations low and never pay up front. 

Are you seriously going to walk away from a deal over $500. I can respect that but surely you can meet in middle somewhere. Good Luck!

Sounds like you have a bias against marijuana and are making weak legal arguments. As other's have said, calmly tell him that smoking ANYTHING in doors is a violation of the lease and disruptive to the other tenants. If it continues you will proceed with an eviction.
