Granted this is mobile home parks, not multi's or SFH but recently (yesterday) I was surprised at the number of calls received from a newspaper classified. These are lots for rent, not homes, so I think that narrowed the field even more. We use Buildium to manage, which also allows you to push listings to Zillow & 3-4 similar sites. FB marketplace has generated interest too.

Trying to fill vacant pads at a mobile home park we recently purchased in VA. Aside from Craigslist, roadside sign in front of park, local newspapers and online classifieds, any other suggestions on what has been effective to advertise vacant pads and recruit flippers? We are also offering downpayment assistance for new homes brought into the park and have shared this with mobile home dealers in the area.

@Matt Fischer some cities/municipalities have a quality of life ordinance in which you can report (anonymously sometimes) violations such as trash left out, visible exterior repairs which are unsightly or dangerous (inadequately repaired balconies, etc).

We have used Natures Miracle for pet odor...Amazon, Petsmart, etc.

Have used $200 additional deposit, pet rent of $25/month per animal, dogs up to 25 lbs and no cats.

@Patrick Giblin snow covering items aside, we’ve been able to buy some properties at a good price over winter as a lot of people don’t want to buy then or people selling usually have to rather than want to. Not always the case; but seems to be more so than during ‘ nice’ times of year.

@Shawn P Kontrec also check how many homes a year you can sell in your state & what kind of license is required to exceed it. PA & OH allow 4-5 homes a year to be sold w/o a license; PA requires a vehicle dealers license for new homes, but a traditional RE license is ok for used homes. Your state MH association should be able to provide that info.
