Dennis Block is a Real Estate Attorney in Los Angeles who specializes in rent control. He has a free lease on his website. I have never used it but it might be worth checking out.

Post: Buying a Multifamily zoned as a Single Family

I was involved with a transaction with a duplex on a lot that was zoned for single family. The property was legally converted from a SFR to a duplex at some point in time. There were permits and a certificate of occupancy from the city. I spoke with someone in the planning office and they said that it was a "legal non-conforming use." We were able to get financing on the property.
