Thanks for the procedure advice @Nicole A.. This property is actually in my hometown of Mt. Carmel, IL and not in Maryland. I should have been more specific in my posting. 

I read in a book a while ago on commercial real estate deals that any back rent due to the seller could be paid to the new owner if the deal was structured as such, and I've read elsewhere in the forum posts that the seller could sign over all rights to eviction the buyer and the eviction will proceed as processed by the seller. However, neither of us are lawyers and these questions sound like questions for local eviction lawyers.

I've found what may be a deal. Part of the seller's motivation is that his tenants (family members) aren't paying their rent and are refusing to leave, even when offered forgiveness for due rent. He is currently in the process of legally evicting them. The property is partially rehabbed and the seller has run into health problems and cannot continue rehab work.

I'm considering purchasing before the tenants are evicted so he doesn't have to go through the drama of evicting his own family members. However, I know this would be a risky move, and my offer would reflect that. I plan on structuring the deal so that any past rent to be paid is due to me after eviction proceedings. Does this sound like a good plan? Or should I wait until after the tenants are gone to purchase?

Are there any/ does anyone know of a great carpeting professional servicing the Baltimore, MD area?

Hello everyone,

I'd like to start a discussion on the viability of neighborhoods in and around Baltimore, MD. I'm new the area, and even newer to real estate investment.  I'm curious about everyone's opinion on the best neighborhoods for rental property deals in the Baltimore area. I'm especially interested in any information/ experiences in the Greektown, Graceland, Halethorpe, and Catonsville areas. Are these good areas? Should I be looking elsewhere?

@Russell Brazil, That's what I've noticed. On top of that, I don't have the capital to invest into one of the better properties. As such, I've began looking into the Dundalk, Catonsville, and Halethorpe areas.
