One thing you can do is to look at the selling prices of houses in the area on similarly sized lots. Then take 20 % of the average sale value. This will be reasonably close to the value of the land, as long as there is similar infra structure of access, utilities, etc. To confirm the ratio, see what the county assessor's office does. They usually have a stated assessed value for the land and the improvements. This will help you refine the ratio of land value to sold value of the houses. You can further refine by using a ratio for lot areas. If you do the work, you will be miles ahead of others looking for simple answers.

It depends on what you want to do. You have a couple of choices. If you can get them for between $500 and $1000, then you can sell them on a land contract with a down payment amount at least equal to your paid price. That way, you get your cash back and also get income. If they don't pay, you still have the deed on a land contract, so you can sell it again (I am not a lawyer). If there is enough room between the price you paid and the real market value, you can wholesale some or all at a still below market value price and make immediate cash profit. Like so many other situations, it depends on what you want to do and what the real value is. Good luck.

Get the owner's name and contact information from the County. Also get the parcel number. Then look up the information about the parcel on the County website. You can probably find out when it was purchased, what the purchase price was an whether the taxes are current. You can also ask the County if there are any known restrictions on building on the lot. By your stating that it is for sale for 40K, it implies that it is listed with a realtor. If so, you will have to make an offer through the realtor, (or wait until the listing expires and then approach the owner). If it is For Sale by Owner, you can go directly to the owner. The main thing is to find out what the story is and why it is for sale. Do some homework and some detective work. Get the story. Work to uncover the owners real motivation. Find out why the price is $40K. Check with the County, a title company or a realtor about recent land sales there. Know everything that you can possibly know before you make a decision to go ahead. Also, decide what your strategy is if you buy it. Will you flip it for a small profit, sell on owner financing ( yes, land is sold on owner financing every day of the week)., hold for the long term. Know your exit strategy before you act.
