40k empty lot.. California

Jay Hinrichs Hello BP, so im new and currently gathering as much info about real estate before i make the leap. Seeking to get my RE License. I was browsing threw homes in my area (Monterey County) California. Homes are up in the 300k 400k range, theirs an empty land between homes for 40k. Is that good/ bad? Worth investing on? Would you build? Would you pass on? Any advice.

From a builders POV 40k is pretty close to what they would need to pay in order to make a decent profit on a spec build.  

So just investigate it and make sure all the zoning is in order, the size of the lot is same or larger as the neighborhood standard, etc.
