I'm a Cleveland local, investment friendly Realtor®.
I work with out of state investors such as yourself and would say that yes, those areas have potential for a SFH rental. But, know that those areas also come with POS inspections which is something I help my investors navigate through when needed.
I'm currently working on a 5 home portfolio purchase with my investor from the West coast, all SFH and one vacancy at 82k per home currently. I will tell you up front if the home is trash or not. I do not try to sell you on anything, I try to inform you on everything.

The Seller added the interest into the over pricing of the property. You do not get title transferred in your name until the final payment is made, depending on your agreement terms. You should have enough reserves to pay for at least 6 mo. of no tenant income to be safe and seek out a financed loan with a bank to pay off the Seller asap in order to take title, whenever your financial history allows for that. But most importantly, it's overpriced  if what the previous commenter said the home is comped at 280k. It's a risky deal. If you're buying in Cleveland and expect to turn a monthly cash flow profit, don't buy anything over 250k, I wouldn't. Best of luck, your Realtor if you have one should be privy to all this and if they aren't, feel free to PM me. It's exciting to start investing, but if the math is wrong from the jump, you'll be pinching pennies later on.
Read your HOA bylaws about pets. I know in mobile home parks it's typical for the owners to reserve the right to accept or deny any pet with no reasons given.
1. reach the dog owner and have a conversation to see if they can keep the dog inside if the kids are outside
2. notify the HOA of an aggressive (if that's the case) animal near kids.
3. check height limitations set by the HOA bylaws.
4. contact animal control if all else fails.

If the dog has ever bitten someone that will be on record if they reported it. I had a friend who had to put her dog in a 5 sided big cage in her fenced in back yard because he bit the mail man 2x. There are escalations to pets like these.
It's always best to try to settle it without getting government involved, offer these alternatives to the tenant before wasting money on a new fence.

"Agent not helpful" If the Agent overall is not being helpful, tell them you'd like to be released because their lack of attention to a time sensitive situation.

With the Buyer situation, if they didn't tie you up for too long where you've experienced a loss of some kind, just move on. But be sure, if under contract, there is either an expiration date in the contract or you have a mutual release signed with the Buyer and with your Agent.

Then think about investing in Cleveland OH area and call me about setting you up with some potential deals. lol

Called HUD and they said as long as it offers potable water and is a true full bathroom with shower toilet and sink, it doesn't matter which floor it's on. There ya go.
