Landlord obligations regarding fence request

Hello, I have a tenant who is complaining about a neighbor's dog jumping over the chain link fence and scaring his kids in the backyard. He is requesting that I replace the chain link with a taller wood fence. I have told him to call the HOA and/or animal control to report. However what are the landlord's obligations and liability regarding the fence if heaven forbid, the neighbors dog attacks my tenant?
