I think the duplexes will appreciate better in the coming decade. That area is not extremely rough. I used to live in that area it is very up and coming.

I am a big believer in multis over SFRs. And I really believe in downtown Ypsi. I see a ton of 'Ann Arbor people' being priced out of Ann Arbor and moving to Ypsi. Also newer is better.  

The down side is that the taxes are sky high.

It sounds like they bought property though the Land Bank auction. And as @Michael O. alluded to you would have to strike a deal with the Land Bank. They are notoriously hard to work with. 

If I were you I might just move along and find another deal.

I can't speak for Saginaw. 

As for Belleville, rents for one bed rooms would max out around 700. I think the value of it would be between $360k and $420k. I think the asking price on this one is to high as well.

The first question is why Detroit? Is it just because it's cheep? It isn't as cheep as people tend to think. 

If you are not local I would play "Follow the Billionaires".  Invest in the areas Dan Gilbert (the Quicken Loans guy), the Illich Family, and the Ford Family are investing. Those areas can be much more expensive than some out-of-towners expect.
