My advice would be to possibly lead in with the fact that you heard he had possession of the house and if he has considered what he is going to do with it and would he consider selling it. Stick to the facts and the truth. Hard to go wrong when you do that. Let him know you are interested if there is a situation where you both can come to an agreement on it. The price would have to be right though and if he knows what the value of the home Is etc. he may be willing to hold on for the right price. If he is motivated then you may be in business but I would watch out sounds like you already suspect him of something.

Make sure you check with the VA to understand all the rules. As far as the second home. Your financials will determine that. They can take the "additional income" from the rental into consideration but at the same time they also understand that it is subject to sitting empty in between leases. It's really up to the loan underwriters. I know a couple of people that I have served with who have two VA loans but being on active duty you get BAH, and unless you get out or retire you are pretty safe knowing you will get paid every month.

I have worked with A Plus Realty and Property management. Scott Doughtery and Mike Winter. I met with them last year. They hold real estate liscence so they can buy and sell as well as manage. Scott does most of the management and Mike most of the buying and selling. They have been very very helpful as I have gone through the process of trying to find properties. If you give them a call tell them Curt Steineke told you about them. I don't get a referral fee. I just appreciate the help hey gave me and want them to know I am helping them when I can.

I am working with a similar situation. Stationed in Hawaii, working on some real estate deals back home in the mid west. For me the solution is the team approach. I am just starting on a couple of potential properties and I am working with some people that I know. I have a real estate agent, an attorney, and a close friend that I trust. For something that requires someone to act on my behalf either the real estate agent or the friend will get a special (or limited) Power of Attorney to handle the things I can't be there for. For example one property is a foreclosure auction, for my comfort level I want someone there to physically represent me in that process. Now that takes a lot of trust and there is risk involved, but I've known the real estate agent for 35 years and the friend is in the construction business and I've known him for 27 years. I'm not saying that will work in your situation but might be something you can adapt to yours. Hope that helps.
