Hi everyone, I recently purchased a commercial land that allows for multiple uses. My question is, who is the person who does the "highest and best use analysis" - ?Realtor ? Architect? Appraiser?

Hi everyone! 

I am new here and looking for advice. I am interested in building a 4-5 unit apartment complex on a small lot. The zoning permits multi unit property to be built here BUT I have to make parking provisions for each unit. This is located in core neighborhood with no spare space for parking. It does however qualify for residential parking permit. So, will I be able to build a multiunit apartment here? Does the county decide on the number of units that can be built based on no. Of residential parking permits that can be given out?

Anyone who has been in this situation kindly give me you opinion. Also, who should I be formally consulting on these matters?
