Highest and best use analysis

Hi everyone, I recently purchased a commercial land that allows for multiple uses. My question is, who is the person who does the "highest and best use analysis" - ?Realtor ? Architect? Appraiser?

Your guidance is appreciated

@Chetan Naik , my experience in modular construction has not been that great.  It depends on your building type and what you are trying to accomplish.  I have worked and am licensed in PA and in my experience the pricing ends up being comparable... again, it depends on what you are doing.  The advantage of doing traditional, ground up construction is that you don't have stick to particular module and you can truly customize the building to suit your needs.  To answer your question, I would meet with both type of designers.  Just my $0.02.
