Correct, you can get up to 80% LTV Cash Out. Purchase new properties in an LLC. Acquisition loans are up to 80% Multifamily and up to 85% LTV 1-4 Units.

That might be tough with population being so low. HML usually want to see population of 100K+. You may need to explore a local bank.

What's the Purchase Price? What's your current liquidity?

What's the ARV Value? Is the property stabilized?

Wouldn't matter to the Lender. I'd suggest to create a LLC in the state where the property is located - anything otherwise will incur a fee to do business in that particular state as a foreign entity.
