@John Nachtigall the City of Cleveland, like most cities, have a tenant agreement...some require an affadavit...water can be in the tenants name, but it requires a lot of due diligence on your part because a delinquent bill becomes a lien on the property. Lumping utilities into the rent is not a best practice...it's quite lazy actually.

@John Nachtigall why would you pay utilities? This is a pass-through cost that should be net-zero...tenants pay 100% of the utilities 100% of the time...directly or back billed...

@Brent Fosner you're probably better off investing in a small city like Nashville than a major metro like Columbus...what is the rationale to go to Columbus...there have to be deals in your own back yard.

@Account Closed Victorville looks very dusty to me...do they have fresh water there...able to take a daily shower and such

@Harman N. I think the more important question is "will the local area commissions approve the design/construction"...no permit, no carriage house...new construction prices have fluctuated recently, but my guess is you are still in the neighborhood of $150-180/ sq.ft. on something like a carriage house...

@Justin R. there is focus on sprawl and in-fill building...nothing in this city will ever crest 40-50 stories I can guarantee every new development is mixed use...and developers are reclaiming thousands of acres of corn field for ****** one-off residential developments for the lamest buyers in the market to call home...multi-prong approach of intentional underbuilding and constant fights with the locals who want neighborhoods to stay stagnant.
