To get owner financing the owner needs to own the property outright or be able to pay the remaining note of with the proceeds he gets from you at closing.  For example,  if the sale price is $170k and he/she still owes $20,000, but you are giving them 20% down ($34k) at closing then he can pay the note off and provide seller financing.  If he owes $170k and you want to pay $155k, then that's a short sale scenario whereby you negotiate with the bank to take less than he owes.  This is usually only possible if the owner is in default on the loan and the bank is willing to deal.
