While a 1031 is viable for some people, Qualified Opportunity Zones allow you to role money from ANY capital gains into purchasing real estate.

There are several requirements in order to benefit from the new .... rule number 1 and number 2 are simple. The property must be in a QOZ and you must purchase with a QOZF (fund). But the fund is self-certifying, and if this is a property you were planning on buying in an LLC (or C,S Corp) and you have the amount of unrealized capital gains to purchase and significantly improve the property, it would certainly be worth looking into. I'd recommend a CPA to discuss the situation with.

If held for 10 years, there is no point to 1031 the property.... all of your profits from that property are tax free!

It sounds like you are asking if it is a good investment to purchase a property in an opportunity zone because the opportunity zone will appreciate more (and more quickly) than a house in the same area not in an opportunity zone. Is that correct?
If so, that is a great question and let the debate begin on appreciation vs. cash flow! 

But if you are looking to establish an opportunity zone fund and invest capital gains into a property, one of the main requirements to collect all the tax incentives is you must invest an equal or greater amount of the value (purchase price) into the property. 

i.e. Opportunity Zone Fund ABC purchases a vacant building in an opportunity zone for $500k to create apartments. ABC must invest an equal amount ($500k- land value (typically ~20%)) in the renovation or construction of that property. 

PP- $500k + Reno- $400k = minimum total investment of $900k 

Therefore, the use of a QOZF (fund) is primarily an option for groups with heavy value-add, development, or construction business plans... not a buy-and-hold investor.

You did well to take the initiative to ask the question.  

But, frankly, you didn’t frame the question well or stirring any motivation for anyone to help you. It comes across lazy... and I, personally, don’t want to work with lazy people- let alone mentor them. 

The way you can find mentors is by getting to know Investors (and people in general), being a good, hard-working person, and providing value to them.  No one is going to respond to this inquiry that is worth learning from. 

I suggest you add a profile picture, mention a little bit about yourself, describe things you’ve done already to better yourself, what type of investing (and therefore mentors) you are looking to get into, and some specific goals. Then, and only then, will anyone of any caliber seek to point you in the right direction. 

Like @Mitch Messer said, you should be among on working with others or learning through experience.

@Ryan Peach is a guy you'll want to chat with. 

Evansville has properties running the gamut- ranging from $20k-$300 (and higher) that investors could consider. You can find nice properties that hit the 1% rule often enough and have properties that crush the 1% rule that I wouldn't ever touch without being present in the area. 

Some people have made lots of money and positive impacts in communities investing in D class areas, but it's not something I would ever advise to someone that is
1. Investing out of state
2. Investing for the first time
3. Not fully established with a good team. 

Evansville is a strong, high-yield market... which sounds it sounds like you are looking for. Good luck in your search.
