Looking for cash out refinance options in NC.

The lender I am working with said,they can cash out refy for 75% LTV.now they are saying that rules changed .they only cash out what I have spent. Otherwise wait for 6 months to get 75% of market value.

@Stefan Pougatchev

Thank you for valuable insight about the roofing subsidy.i am going for solar on my primary residence in NC.

1.do the rental properties qualify for the 30%

Subsidy?

2.how do we bill the tenants ? Do we make them pay the solar loan payments ?

Or we bill them for the number of kWh based on local utility company rates ?

I am trying to submit an offer on a property .The sellers agents asking to sign a letter stating that I will close with a non warranty deed. Is this safe to buy like this ? If I buy with non-warranty deed,will I have any issues when I try to refinance this ?
