Since it is such a small amount, maybe you could inquire if the seller offers financing. We sell property in Panama and offer financing on many of our properties.

My husband and I have been living and investing in Panama for about 10 years.  I agree with both @Emilio Ramirez and @Jackie Lange.  You should visit multiple times before investing, keep in mind both US and Panama tax implications, and take your time.  Overall, Panama is a great place to invest, but not all investments are equal.

Yes, you can get mortgages, but it isn't an easy or fast process.  You will needs lots of documentation and even more patience.  And of course, it varies from country to country.  We have lived and invested in Panama for 10 years. You can get mortgages here, but you are more likely to get one quickly for a bigger commercial project.  Esp. one in which one of the partners has connections.   Make sure you talk with other investors in the country you choose before you decide to start buying.   Knowing the ropes, before you start, will help you tremendously.
