Post: Price per sq foot variability

When researching a zip in tampa, i've found a very large discrepancy between the price paid per square foot in very similar turnkey 3/1 (or more) houses) with very similar total sq feet sold over the last 6 months.  At first look, this appears to present major opportunity.  I'm also factoring in the consideration that Tampa had much upside over the last 5 years in comparison to most markets, so the market correction in this zip could be greater than ,,, example Maine...   Nonetheless, the range is still very very large...  Please provide insite as to factors i'm not considering. 

Newby here seeking to find a niche......  I know it's likely city and zip specific, but in most places, could someone put a small container home on their property and rent it out?  Example,, Could you turn a duplex into a triplex or make a container home a mother in law or adu?  If so, are there a lot of loopholes to approve?
