In the process of searching for potential investor properties but most are listed with a local real estate agent. After finding out the owner through the county's assessor's office, how do I get the seller to agree with seller financing??

There's a property that i'm currently interested in and after contacting the clerk of court i've learned that they're are about 14 liens which are small amounts and a mortgage lien from SBA for $41k. How does it work? Would the country forgive their liens if i purchase it and will he just be repsonsible for the SBA or do all liens need to be paid before him selling the property.

What offers can I make to him if i'm wanting to do seller financing or would I have to buy the property through a conventional bank? PLEASE HELP!!

I was driving for dollars in a small town and one of the properties i googled so happened to be for sale. After doing some research at the county's assesors office I found out who's the owner of the property but the mailing address is the same as the property address. How else can i get more information on the owner, i've already tried deed of trust. what are some other suggestions?

Also, after seeing that the house was already on the market it seems like she may be having trouble selling it because it has been listed for 239 days. I would really like for her to seller finance the property for me and i'll  put a down payment of 7%, with a monthly payment we both can agree on and paying the remaining balance off in 2 years. I'm a newbie to real estate investing and any advice would help.

What are the benefits of seller's financing? What are some of the best ways to go about it if i want to make the property a rental?

The property is a 4bdr, 2.5 ba, the asking price is $80k and it needs about $15k of work done.

What are some other financing options for a deal that's about $40k. At the moment I cannot get a conventional/ bank loan. I want to rehab the property and turn it into a rental.
