Curious, how long have they been your tenant?  Allow them to move out, but they must carry the lease until a new tenant is found.  Then treat it as a standard lease end, with deposits, damage, etc.  Getting the unit back to rentable condition should be their cost.  I think they will decide to stay if they have been there a couple of years.  With time their fear will reside.  Ab.
