Welcome to BP @Samuel Viscio!  I'm with @Jay Hinrichs all the way.  Personally Idaho is my go-to right now.  (I'm sure I'm getting annoying in Portland telling everyone about it!)  

Another option you have is that, as a vet, Mountain Home, ID has a large base there and you might be able to find a niche that works for military folks really well.  It's not too far from the Boise market either.  There was a BP podcast recently (a month or two ago?) with a recent vet that is getting into investing and has been very successful so far.  Can't remember the episode though....

30% down isn't necessary if your rents still cover the debt service.  I got financing at 15% down for my Boise triplex in March.  Nampa is going to have lower rents than Boise, but not by much.  In my research, for your price range, you could look at SE Boise, or between Boise and Meridian (it's about the same place I'm looking :) ). If you want a good property manager, I'll hook you up with mine.  They've been excellent, and have a contracting arm that does all the maintenance and rehab in-house.

In California there might be a way to get HML for fund auction buys via quit-claim deeds. I just talked to Sunset Equity (BiggerPockets vendor) and they said they can only do that through CA at this time. Maybe give them a call?
