My personal opinion is to avoid all areas east of Raleigh or south of Raleigh.  The flood risk and hurricane (or high wind risk) are too great.  I would run it through:

There are a lot of cheap rentals in Greenville, Rocky Mount, Fayetteville.  All of these towns have experienced severe flooding in downtown in the recent past.  Just look up the name of the town with "flood".

I have used DTG contractors as a GC on a small project and was pleased with their result and their costs

1.  Cary has a pleasant acronym  Containment Area for Relocated Yankees.  It's where a lot of peole from New York or New Jersey moved to, so that has bumped up the real estate values substantially.  Morrisville is a way station between Raleigh and the RTP area or the RDU airport.  Nothing special about Apex.

2.  I am not familiar with these places.  However Durham has more rough neighborhoods than Raleigh or Chapel Hill.  There are places in Durham I would not go unless it is daylight!

My overall impression is that you are right to be a good student of the law.  However, what about compassion?  This Property Manager has probably had a very hard & stressful year.  Filing a formal complaint seems rather hard hearted, in this situation.  What I would do is write a negative review on a social media website such as Yelp, and leave it at that.

it would be wise to get an attorney familiar with landlord tenant issues.  Also I would offer the tenant cash for keys so you can get them out of there and find a tenant who pays.

Information posted about a roll over from 401K only after termination, is wrong. I rolled a portion of my 401K into a self directed IRA last year, and I'm employed by the same employer.

As previously suggested, I would continue to contribute all funds to get an employer match. In addition, instead of withdrawal, why not do a 401K rollover into an IRA which is tax free. Certain IRAS allow you to purchase real estate! So you can do what you want without cashing out & paying taxes.

It sounds interesting depending on price and cost to get the non permitted units OK'd by the county plus to get an easement for the road.  Feel free to reach out if interested in a partner
