What is acquisition price and scope of work needed to hit exit of $315,000? Depending on your market, investors are going to want to see a 10-20% cash on cash return unless it is a buy/hold investor that can cash flow it.

Many of your questions for building requirements can be answered by visiting City Planning and Zoning Department. If you can't get the conventional financing and private money doesn't work for you, you may want to consider wholesaling project and seeing if investor can take you under his/her wing to help show you the ropes. It could be a great learning experience for you.

Welcome to BP! I live in San Diego as well. You should check out San Diego Creative Investors Association (SDCIA). They have a monthly meeting on the 2nd Tuesday of each month. This is probably one of largest REIA's in San Diego. They probably have around 200 people attend and usually have a keynote speaker with great information.

I agree with @Curt Davis . Your local REIA's will be a great source for networking, especially with investors. This will help give you an idea of what investors are looking for so you can source the right product for them.

Welcome to BP! Was your Cleveland property a fix and flip or buy and hold?

You can obtain (NOD) lists from title companies or sites like RealtyTrac, Foreclosure/PropertyRadar or CoreLogic, but it is fee-based and primary play would be a Short Sale or other distressed asset alternative. If you have experience negotiating short sales and farm a specific area, you may have some success.
