I'm an active agent and investor here in Philly, working heavily in South Philly. When it comes to digging and finishing basements, permits are definitely required. The cost associated with doing so depends primarily on the current height of the basement, and whether or not you have to underpin. If you do not have to underpin, a good contractor will charge you anywhere between $8,000 - $10,000 to dig and finish.
